Update on the Residential Solar and Storage Equity (RSSE) Program

On February 20, 2026, the California Public Utilities Commission (CPUC) issued a ruling addressing the pattern of high Total Eligible Project Costs being reported for project proposals within the SGIP Residential Solar and Storage Equity (RSSE) budget, which is specifically meant to serve low-income customers. As a result, all SGIP Program Administrators, including LADWP, must now require additional cost verification documentation for any proposed projects meeting the criteria outlined in the ruling. Applicants will be contacted regarding any additional documentation that is required.

LADWP and other SGIP Program Administrators will be conducting a more detailed review of submitted project documents. As part of this process, project applications may require modifications or be canceled if unusually high costs are identified.

Please note that any applicants that have been notified as part of LADWP’s SGIP lottery process have not been automatically awarded funding.

About the Program

The Self-Generation Incentive Program (SGIP) is a State of California initiative that provides funding for income qualified residential customers to install solar and battery storage systems on residential property. Solar panel systems provide residents with the ability to generate their own electricity, while battery storage systems can store electricity for use during peak rate periods or in the evenings when solar production decreases.

Every SGIP project will help enhance grid reliability, reduce greenhouse gas emissions, and promote clean energy. It also supports LADWP’s goal to ensure equitable access to clean energy.

Eligibility Requirements

LADWP customers must meet income-based and housing-type criteria, as outlined below:

Single-Family Pathway

Eligible single-family households must meet the following requirements:

  • Provide documentation demonstrating that total household income is at or below 80% of the Area Median Income (AMI), verified through the most recent available federal income tax documentation submitted with the application.

Multifamily Pathway

Eligible multifamily residential properties must meet all the following requirements:

  • The property must contain at least five rental housing units operating as deed-restricted low-income housing; and
  • One or more of the following criteria must also be met:
    • The building is located in a Disadvantaged Community, as identified by the CalEnviroScreen tool (visit https://oehha.ca.gov/calenviroscreen for more information), or within Indian Country; or
    • At least 80% of the households in the building have incomes at or below 60% of the Area Median Income (AMI).

Be sure to review all Terms and Conditions and participation requirements prior to submitting your application. Incomplete or missing documentation may result in processing delays or ineligibility.

How SGIP Works

It is recommended that you find an installer in your area—or use the approved SGIP installer list—who can help you select the right technology for your needs, install the system, and assist with the application process. Alternatively, applications can be submitted directly through the SGIP Online Application Database by visiting https://www.selfgenca.com.

To begin an SGIP incentive application, the following items are typically required:

  • Application fee  
  • Equipment specifications
  • Recent utility electric bill
  • Purchase, installation
  • Proof of low-income eligibility

To begin the interconnection study process, please visit www.ladwp.com/nem.
Once the project is installed, inspected, and operational, the applicant may file an Incentive Claim Form to have the funds issued. The customer is responsible for the operation, monitoring, and maintenance of the system for its full lifespan.

  1. Access the SGIP Portal by visiting www.selfgenca.com.
  2. Create a new account if you are a first-time user. Returning users may proceed directly to login.
  3. Log in to the SGIP Portal using your account credentials.
  4. Draft and submit your application by following the step-by-step guidance provided within the portal.
