Powered by Equity initiatives help all Angelenos experience the benefits of L.A.’s clean energy future. From financial assistance with bills to savings on electric vehicles, these programs and services provide services and support to L.A.’s underserved communities and beyond. These initiatives arose from conversations with communities who participated in the LA100 Equity Strategies study – a two-year community engagement and research process which LADWP undertook in partnership with UCLA and the National Renewable Energy Lab.
EZ-SAVE
Assists low-income customers with the monthly cost of electricity.
Lifeline
Discounted energy bills for income qualified Angelenos who are age 62+ or have an eligible disability.
Level Pay
Spread out your bill so payments are consistent each month, to help with budgeting.
Physician Certified Allowance Discount
For customers with an eligible physical disability like paralysis, multiple sclerosis, neuromuscular disorders and others.
Life-Support Equipment Discount
For households using an eligible life-support device like motorized wheelchairs, respirators, dialysis machines and others.
Low Income Home Energy Assistance Program
Get up to $3,000 to help with electricity bills. Act fast – funding is limited.
Used Electric Vehicle Rebate
All LADWP customers qualify for a $1,500 rebate when purchasing a qualified used electric vehicle, and low-income customers enrolled in EZ-SAVE and Lifeline programs qualify for a $4,000 rebate. Both all-electric and hybrid vehicles can qualify.
Home Energy Improvement Program
LADWP will assess any customer’s single-family home and provide free energy and water efficiency upgrades. Customers of any income level in any part of the City of LA may participate.
Rebates
Offered on energy and water conservation measures such as efficient clothes washers, toilets, and HVAC.
Turf Replacement Program
Get a rebate of up to $25,000 for replacing your lawn with California-friendly® sustainable landscaping.
Comprehensive Affordable Multifamily Retrofits Program
Owners of low-income multifamily properties in underserved communities may apply to get assessments to find ways to reduce costs or save energy, and get help with finding contractors and developing scopes of work.
Shared Solar
Residents of multifamily housing may fix a portion of their electric bills for 10 years to protect against rising energy costs. Rates may be up to 12% lower than the Standard Tier 1 Residential rate. Power is provided by local solar plants so no rooftop solar panels need be installed, and your subscription moves with you.

Project Powerhouse
Fast-tracking 100% affordable housing projects by streamlining the connection of electrical services for these projects.
LA Connect
Partnering with local property owners to place E-Hubs – fast-charging electric vehicle (EV) facilities -- in underserved communities. Learn more and get an E-Hub on your property by emailing [email protected].
Feed-in Tariff Program
Eligible property owners and developers may sell the output of their solar panels directly to LADWP. A new incentive has been added for carport and canopy installations in underserved communities.
