Project Background

Distribution mainline pipes are the backbone of LADWP’s water distribution system. There are approximately 6,780 miles of mainline pipe and 27 percent are over 80 years old. With a focus on infrastructure improvement programs, LADWP will continue to provide customers with a reliable source of water by upgrading major system components that are old, or located in seismic areas.

The existing 6-inch cast-iron mainline is over 60-years old and will be replaced with a more substantial 12-inch, earthquake resilient ductile iron pipe on a one-mile stretch of De Soto Avenue from Nordhoff to Bryant. The project also includes portions of Bryant and Osborne as shown on the map.

Construction Schedule

LADWP crews will use a rolling construction method which limits construction areas to a single, 1,000-foot section to minimize the traffic impact on the community.      
       
Construction crew work hours will be scheduled to coincide with the zoning in the area.

  • Construction near businesses will be performed at night to minimize traffic impacts and economic losses in the community.
  • Construction near residential zones will be performed during the day.

Nighttime operation hours (Business section)      
Nordhoff Street to just south of Osborne and including Osborne Street.      
9:00 p.m. to 5 a.m. Monday – Friday

Daytime operation hours (Residential section)      
9:00 a.m. to 3:30 p.m., Monday – Friday

Occasional Saturday work may occur between 8:00 a.m. and 6:00 p.m.

At the end of each work shift, trenches will be covered with steel plates to maintain driveway access until the next work shift begins.

Traffic Information

In active construction areas, there will always be at least one northbound and one southbound lane open at all times, except when nighttime work is conducted in the intersection at Nordhoff and De Soto. For the safety of the crew and the public, all southbound lanes will be closed while work is done in this intersection.

Temporary tow-away/no-parking signs will be posted as needed. Local and driveway access will be provided.
