Project Background
The 3rd Street Pipeline Replacement Project is an important part of LADWP’s plan to accelerate the replacement of aging infrastructure. The existing pipeline that was installed more than a century ago has been prone to serious leaks and therefore has been prioritized for replacement.
The new pipe will use earthquake-resistant ductile iron pipe to improve water service, fire protection and reliability for the community during emergencies. This replacement project will provide greater flexibility and enhanced overall reliability for customers in the community.
Construction Information
LADWP crews will replace 5,023 feet of existing pipe along 3rd Street, from New Hampshire Ave. to Western Ave., in the Koreatown area of Los Angeles. Construction will be on a rolling basis, doing segments of work at a time and proceeding east to west. For the safety of the work crews and residents, construction will require temporary lane and intersection closures. When working at intersections, through traffic will be closed, and a detour route will be implemented.
No significant water services interruptions are anticipated during the project. Temporary shutoffs will be done at the latter part of the project to transfer services to the new pipe. Impacted customers will be notified with door hangers a minimum of 3 days in advance with date, time, and duration of the service interruption.
Project Schedule
Work is scheduled to begin in mid-April 2026. It is estimated to be completed by late-July 2028. To minimize traffic impact to the surrounding community and businesses, the majority of the project will be done at night, 9:00 p.m. to 6:00 a.m., Monday through Saturday. In order to expedite project completion, there will be occasional work during daytime hours between 9:00 a.m. to 3:30 p.m. as needed.
Traffic and Parking
To provide adequate space for construction and to ensure community and workers’ safety, the eastbound traffic will be reduced to one lane by shifting towards the median lane. Westbound traffic will remain two lanes for the majority of the project except when construction will cross intersections. At the intersections, both directions will be reduced to one lane, and the cross traffic will not be able to proceed.
Detour signs will be posted. Traffic control signs and cones will be implemented daily to direct traffic and pedestrians around the construction site. Construction will be performed one block at a time. Traffic patterns will return to normal conditions at the end of each work shift.
To provide adequate space for construction activities and traffic, the Los Angeles Department of Transportation will post “Temporary Tow-Away, No Stopping” and “No Parking” signs along 3rd Street. Vehicles parked in the temporary no stopping and no parking zones will be ticketed and towed at the owner’s expense.
Residents and businesses will have access to driveways. Deliveries and emergency services will not be affected.
