The regulations of the State Water Resources Control Board’s Cross-Connection Control Policy Handbook (CCCPH) require the LADWP to develop and implement a comprehensive Cross Connection Control Program for backflow prevention to protect the public water supply from contamination or pollution. The administrative and operating elements of this program are to be set forth in the LADWP's Rules and Regulations.
LADWP has the responsibility of protecting the public water system from contamination caused by the backflow of contaminants through the water service connection. If in the judgment of the LADWP, or the City of Los Angeles Department of Building and Safety acting as its authorized representative, an approved backflow prevention assembly is required, the LADWP or its authorized representative shall give notice to the consumer to install the approved assembly at the service connection to the premises. The consumer shall immediately install the approved assembly or assemblies at his own expense. Failure, refusal, or inability on the part of the consumer to install, test, and maintain the approved assembly or assemblies shall constitute grounds for disconnecting water service to the premises. Water service will not be restored until such conditions or defects are corrected to the satisfaction of the LADWP.
In accordance with recent adoption of the CCCPH by the State Water Resources Control Board, effective July 1, 2025, both commercial and residential fire sprinkler systems are now subject to new and updated cross-connection control requirements. These changes may include the mandatory installation of backflow prevention assemblies or retrofits. For more information, please see the current LADWP Water Service Rule 16-D and bulletin below.
Consumers are strongly encouraged to contact the LADWP's Cross-Connection Control Program team at (213) 367-3471 to verify that the backflow prevention device they plan to install is an approved assembly.
