What is the parkway or street right of way?

The term “parkway” is defined as the area of the street between the back of curb and the sidewalk that is typically planted or landscaped.

How do I receive a rebate for my parkway through the Turf Replacement Program?

In order for the LADWP to issue a rebate for your parkway, please complete the following:

1. First, apply online at SoCalWater$mart and obtain pre-approval before starting your project.
2. Remove all grass from parkway.
3. Cap, remove, or convert sprinklers to drip irrigation.
4. Cover your parkway with acceptable plants; 80% of your parkway must be covered by plants at full maturity. Full maturity is when the plant has reached its full width or spread and height as indicated on the plant label; this varies by plant and may take up to two (2) years.
5. Cover all exposed soil with mulch only. No other material should be used in the parkway.
6. Parkways will be rebated if all LADWP and city code requirements are met.

What types of plants are allowed in my parkway if I want to receive a rebate?

• Plants must be drought tolerant or native to California; low growing, groundcover type plants are highly recommended.
• Plants must be lower than 36 inches in height at full maturity. Full maturity is when the plant has reached its full length and height as indicated on the plant label; this varies by plant and may take up to two (2) years.

What types of plants or materials are not allowed in my parkway in order to get a rebate?

The following plants and materials do not qualify to receive a rebate:

• Turf or turf-looking grasses;
• Plants with exposed rigid spines or thorns;
• Poisonous, noxious, or invasive plants;
• Vegetable/fruit gardens; and
• All other non-vegetative material including gravel, cement, decomposed granite, bark, pavers, cobblestone, sand, and synthetic/artificial turf.
