Benjamin Chapman
Benjamin Chapman is the General Counsel for LADWP. Previously, Ben served as the Assistant General Counsel. Ben began his city career in 2014 in the Business & Complex Litigation group of the City Attorney’s Office, where he successfully defended various City departments, including LADWP, Police, Recreation and Parks, Bureau of Sanitation, and the Ethics Commission. During this time, Ben also had the opportunity to prosecute driving under the influence cases with the Metropolitan Branch of the City Attorney’s Office. Prior to joining the City Attorney’s Office, Ben spent ten years handling civil litigation at Cooley LLP. During his time at Cooley, Ben handled more than twenty class actions for well-known technology companies, and he also regularly represented companies in connection with government investigations by FINRA, the SEC, and the DOJ.
As legal counsel to LADWP, Ben represents the municipal utility on a variety of cutting-edge environmental matters, defends the City’s water rights, negotiates contracts, and collaborates on strategies to transition to clean power and local water sources while maintaining reliability and regulatory compliance.
Ben earned his Bachelor of Arts degree from Duke University and his Juris Doctorate from UC Berkeley School of Law.
