LADWP strives to be at the forefront of supporting adoption of EVs. With the continued efforts of this program, LADWP’s goal is to help more of its customers and residents access the benefits of electric transportation. The program also supports the second-hand EV market.
EVs come with many benefits. EV adopters may benefit from financial incentives to purchase EVs or install charging stations. EVs may also provide significant fuel savings compared to conventional vehicles, especially when charged at night or over the weekend with the right rate plan. In general, EVs tend to have lower operating costs, especially battery electric vehicles (BEVs) as they do not require oil changes or exhaust system maintenance.
With reduced emissions (pollutants and greenhouse gases), EVs help improve the environment. EVs as part of the broader transportation electrification sector are a critical component for the State of California and the City of Los Angeles in addressing climate change and improving air quality.
EVs are fun to drive! They are typically packed with technology and can be fueled almost anywhere a power outlet is available.
You don’t need to be an LADWP account holder to apply for the rebate, but your permanent residence must receive electric service from LADWP. If you live in a multi-family building (such as condominiums or apartments) served by LADWP, you are eligible to apply for the rebate, even if electricity is paid by another party (landlord, homeowner association, building management). Family members, roommates, and sub lessees are also eligible. You must also be the registered owner of the vehicle and your DMV registration must show your permanent residence located in LADWP service territory.
No, the person who applies for the rebate must be the same person whose name appears on the vehicle registration.

You must have purchased a qualifying EV within 12 months of rebate application submittal. A current DMV registration must show you as the owner of the vehicle. Leased, rented, or vehicles received as family transfers, gifts, or prizes do not qualify for a rebate under the program.
You must have purchased a qualifying EV within 12 months of rebate application submittal. Qualifying EVs have a model year at least two years older than the calendar year in which you apply for a rebate, but not older than eight years. For example, if you apply for a rebate in 2023, your vehicle model year must be from 2015 to 2021. It must also be listed on the Approved Vehicle List. Please note that non plug-in hybrid electric vehicles (HEVs) and other types (such as golf carts or motorcycles) are not eligible for the program.
LADWP will only issue up to two Used EV Rebates for the same EV. Please obtain the Vehicle Identification Number (VIN) of the vehicle you are considering and check if it’s on the Rebate Issued List. If a rebate was issued to a previous owner for the EV you are considering, you may only apply for a rebate after twenty-four (24) months following the issue date of the first rebate by LADWP. Members of the same household as the applicant who received the first rebate are not eligible to receive a second rebate for the same EV.
The Approved Vehicle List (AVL) is prepared by LADWP and includes all EVs eligible for a rebate under the program. All vehicles included in the AVL are approved by the California Air Resources Board for single occupancy in high-occupancy vehicle lanes.
If you purchased a qualifying EV within the last 12 months, you are eligible to apply for the rebate (subject to all other terms and conditions of the program). (NOTE: An application will be considered ineligible if the application is submitted more than 12 months after the purchase date of your used EV).
The rebate is up to $1,500. An additional $2,500 can be awarded for applicants participating in the Lifeline or EZ-SAVE Low Income Customer Assistance programs. LADWP will apply all eligible rebates at the time of application review. The amount of the rebate you may receive from LADWP cannot exceed the net cost of the vehicle (i.e., the purchase price of the vehicle minus any financial incentives you receive from third parties).
The service address (where the vehicle is registered) must have active participation in an eligible program from the date of EV purchase until the issuance of the rebate check.
LADWP will attempt to verify your eligibility without any additional documents, however you may be required to demonstrate one of the following in order to be eligible for the rebate adder:
- Provide a copy of the utility bill indicating that the applicant is the electric service account holder that is enrolled in LADWP’s Lifeline Program or EZ-SAVE Low Income Customer Assistance Program;
- Provide proof of residence in an address where the account holder is enrolled in LADWP’s Lifeline Program or EZ-SAVE Low Income Customer Assistance Program.
LADWP will issue a maximum of two rebates per vehicle. Be sure to obtain the Vehicle Identification Number (VIN) and review the Rebate Issued List.
If a rebate was issued to a previous owner for the EV you are considering, you may only apply for a rebate after 24 months following the issue date of the first rebate by LADWP. Members of the same household as the applicant who received the first rebate are not eligible to receive a second rebate for the same EV.
LADWP will only issue one rebate per applicant, regardless of the number of used EVs you purchase.

No. The Used Clean Vehicle Tax Credit is a tax credit approved and issued by the IRS. It is not considered a third-party financial incentive.
You can apply online at http://www.ladwp.com/ladwp/faces/UsedEVRebate if you are an LADWP account holder. LADWP customers will need to register first with LADWP’s My Account if they haven’t already. If you are not an LADWP account holder or do not wish to register with LADWP’s My Account, you can apply by US mail using the Terms and Conditions of the Used EV Rebate Program and application.

- Proof of residence (if applicant is not the LADWP account holder): To verify proof of residence in LADWP territory you must submit either a signed rental or lease agreement or a utility bill (landline telephone, electric, gas, cable or satellite television not older than three months from the date of the application submittal) showing the same address as on the rebate application. If the applicant is not listed on the proof of residence (rental or lease agreement, utility bill), the person identified in the proof of residence must complete and sign Section 6 - Affidavit of the application.

We use your email address to communicate status updates about your application. If we do not have your email address, we will only contact you by mail if your application is incomplete or rejected, or if approved, to send your rebate check.
Any of the two owners shown on the DMV registration may apply for the rebate, but not both.
Bill of sale forms are available from the DMV. As part of the required documentation to apply for the rebate, you must submit a completely filled out copy of the bill of sale for the qualifying EV and it must be signed by the seller.
LADWP will notify you when we’ve received your application. Funds are available on a first-come, first-served basis.
