Project Description
The Pennsylvania & Cummings Mainline Project is an important part of LADWP’s plan to accelerate the pace of replacing aging infrastructure. The existing pipeline was installed in the 1920s and recent multiple leaks have prioritized the replacement of this pipeline.
Benefits from the new mainline pipe include improved water service, enhanced fire protection for the community, greater reliability and operational flexibility for LADWP.
The existing cast-iron pipeline will be replaced with new 6-inch ductile pipe. LADWP will replace 2,380-feet of existing pipe near the intersection of Pennsylvania Ave & N Cummings St.
Construction Information
Project Schedule
June 2026 - September 2026
Work will take place Monday through Friday from 9:00 am to 3:30 pm, with occasional Saturday work as needed. Steel plates will be installed over excavated areas at the end of each workday, and the work area will be fully paved upon project completion.
Temporary service interruptions will be required to complete water main connections. LADWP will provide at least 48 hours’ notice in advance of any planned interruptions.
Traffic and Parking
For the safety of work crews and the public, temporary lane reductions and intersection closures will be required. Traffic on 1st Street will be reduced to one lane in each direction at Cummings St and St. Louis St.
During work at N. Cummings St and 1st St, through traffic on Cummings will not be permitted and motorists must turn left or right. Once complete, crews will shift to St. Louis St and 1st St, where through traffic on St. Louis will also be restricted and motorists must turn left or right. Traffic control signage will be in place to guide drivers.
Street parking will be restricted within the work zone during construction hours, with temporary tow-away/no parking signs posted as needed. Driveway access will be maintained, and access to businesses and the surrounding neighborhood will remain open throughout construction.
