Future Project Planned
The Garvanza Pump Station Replacement Project, which is expected to begin construction in 2027, will:
- Improve the resiliency and operational flexibility of the LADWP Water System
- Construct a new Garvanza Pump Station to meet increased backup potable water supply demands and building standards
- Replace the Highland Reservoir Regulator Station to provide operational redundancy and increase backup supply
- Upsize existing trunk lines to replace older piping and improve pressure
- Install a new residual control system to monitor and manage water quality
- Replace the existing electrical substation to support new facilities
- Decommission the existing pump station
- Upgrade aging and deteriorating infrastructure and increase vital backup supply
Construction Schedule
Construction of the proposed project is expected to commence in mid-2027 with completion anticipated in late 2030.

Environmental Review Process
Under the California Environmental Quality Act (CEQA), state and local government agencies are required to inform other agencies and members of the public about the potential environmental impacts of a proposed project, and to reduce or mitigate those impacts to the extent feasible. As the lead agency, LADWP has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) to evaluate the potential environmental impacts of the proposed project. A Notice of Intent to Adopt a Mitigated Negative Declaration for the Garvanza Pump Station Replacement Project has been prepared and can be accessed in Environmental Reports starting October 10, 2025.
