Feed-in Tariff Plus (FiT+) Pilot Program

The FiT+ Pilot Program expands upon the existing FiT program to further promote the use of locally generated solar energy and to ensure the deployment of energy storage projects that can dispatch solar energy in a manner that optimizes the deliverability of renewable energy to nearby load centers at hours that are most beneficial for the electric grid.

How Does the Program Work?

LADWP will purchase energy, for a term not exceeding 20 years, from projects via a Competitive Offer Power Purchase Agreement. Under the FiT+ Pilot Program, LADWP will use a competitive bidding process for up to 10 MW of solar + storage project within the City of Los Angeles. The 10 MWs of available capacity will be split over three bidding tranches. Each tranche will consist of a 90-calendar day window to allow for proposals to be submitted for only those eligible Zones.

FiT+ Pilot Program projects may also be designed to:

  • increase the reliability and resiliency of the grid by allowing energy to be consumed on-site during a potential LADWP grid outage (Resiliency); and
  • reduce customer energy consumption from the grid during certain peak periods (Peak Shaving).

Frequently Asked Questions

    Yes, both AC & DC coupled systems are allowed. System coupling is up to the developer and site conditions.

    The final interconnection cost will be reimbursed, up to $150,000, following the project’s Commercial Operation Date (COD).

    There is a minimum 130-day period from the open bidding process to the announcement of awards. Developers will have a 90-day window to submit the application, and we will have a minimum of 40 days to review and analyze the cost of interconnection and annual average price of energy.

    Projects that utilize the peak-shaving operation mode may use their battery to supply on-site loads while also participating in FiT+.

    Energy used for peak-shaving will not receive any compensation, as it will be serving on-site customer load. We will only provide compensation for energy that is discharged directly to the distribution grid.

    We would like to focus 10 MW initially on the 4.8 kV Distribution System and increase the available capacity and expand to the 34.5 kV system based on lessons learned from the 10 MW pilot program. We plan to allocate additional capacity for FiT+ after completion of the pilot.

    FiT+ does not allow standalone storage projects. The DER RFP will accommodate standalone batteries. If an existing FiT project is in service or currently has capacity reserved, customers will have an option to retrofit the existing project with energy storage and transition to the FiT+ Program. A new FiT+ Power Purchase Agreement (PPA) will supersede any existing FiT PPAs that have been executed.

    There is a 12-month window to bring systems online from the date the agreement is fully executed, with an optional extension provided at our discretion.

    The program capacity is divided into three tranches with 90-day application submittal windows for each. If there is any remaining capacity in a tranche at the end of the submittal window, the remaining capacity will roll over into subsequent tranche.

    FiT+ development in the Preferred Zones is prioritized based on CalEnviroScreen scores. We offer priority enrollment for projects located in more impacted areas with higher CalEnviroScreen scores.
